Sixty Years in the Making: What Sweden’s Wood Purchasing Infrastructure Can Teach the Baltics

Sweden’s highly digital wood supply chain did not emerge from a single software implementation or industry initiative. It developed over more than six decades as forestry companies confronted a basic problem: how do you trade efficiently when every organization records timber transactions differently?
For the Baltic wood industry, that history is increasingly relevant.
Export markets, Nordic buyers, foreign investment and growing traceability requirements are creating many of the same pressures that pushed Sweden toward greater standardization. The difference is that Baltic companies do not have to start where Sweden started in 1961.
Sweden’s problem started with fragmented data
In 1961, major players in Swedish forestry—including the state forest board, MoDo, SCA (Svenska Cellulosa Aktiebolaget) and the forest owners’ movement—formed a joint organization in Sundsvall to address an increasingly expensive problem.
Timber accounting was handled by a dozen regional measurement associations, each with its own bookkeeping system, much of it manual.
That worked when companies primarily traded within their own regions. As timber increasingly moved between organizations and regions, the limitations became obvious. Volumes, prices, ownership records and transactions had to be reconciled between systems that did not necessarily record information the same way.
The organization created to address the problem was SDC, Skogsbrukets Datacentral.
Its purpose was straightforward but important: create a neutral, standardized way to record and reconcile timber volumes, prices and ownership so buyers and sellers could work from trusted information.
From common records to common infrastructure
The underlying principle survived even as the technology changed: the industry benefited when companies could exchange commercial information in a consistent format.
Over the following decades, that infrastructure was repeatedly modernized. More recently, standardized electronic documents based on papiNet have supported information exchange across areas such as contracts, order confirmations, deliveries and invoices.
In 2019, SDC merged with Sweden’s three regional timber measurement associations to form Biometria, bringing measurement and commercial information together within a neutral, industry-owned organization.
What exists today was not built by one forestry company or software provider. It was the result of an industry gradually recognizing that shared structure could reduce the friction created when every participant maintained its own way of recording and exchanging information.
Why Sweden was able to make it work
Several conditions made that cooperation increasingly valuable.
Swedish forestry was highly export-oriented. Sawmills, pulp mills and other operators were competing internationally on cost, reliability and efficiency—not on how their internal administrative systems worked.
Forest ownership was also complex, spanning major industrial owners and hundreds of thousands of private forest owners. As wood moved between more owners, buyers, mills and regions, disconnected records became increasingly difficult to manage.
Perhaps most importantly, Sweden developed neutral infrastructure that could sit between organizations without belonging to any single competitor.
Standardization became less about technology itself and more about making the commercial movement of wood easier to manage.

Wood purchasing is where that complexity becomes operational
This matters because purchasing wood is not a single transaction.
A purchase can connect supplier agreements, contracts, assortments, pricing rules, transport, measurement data, deliveries, settlements, invoices and inventory. Each piece has to agree with the others.
When those processes rely on separate spreadsheets, manual entries or disconnected systems, employees become responsible for making the connections themselves.
That creates a simple operational problem: the more wood, suppliers, contracts and delivery points a business manages, the harder it becomes to maintain one reliable version of the transaction.
Modern wood purchasing software addresses that layer directly.

The Baltics are facing many of the same pressures
Estonia, Latvia and Lithuania are not following Sweden’s history step by step. But several of the forces shaping the region should look familiar.
Foreign-owned sawmills and forest companies bring expectations established in more digitally mature markets. Nordic companies already sourcing Baltic wood increasingly expect suppliers and partners to exchange structured, reliable information. At the same time, European traceability and due-diligence requirements are increasing the importance of knowing where wood came from and maintaining reliable records around commercial activity.
For wood buyers, this changes the question.
It is no longer simply:
Can we manage purchasing with the processes we have today?
It becomes:
Will those processes still work as supplier networks, transaction volumes, reporting requirements and customer expectations increase?
That is a much more important test of a purchasing operation.
Baltic companies do not need to wait for the market to standardize
Sweden did not have an established blueprint in 1961. Its forestry industry had to develop shared structures gradually, organization by organization and decade by decade.
Baltic companies are starting from a very different position.
A sawmill, forest company or wood processor does not need to wait for an entire national industry to adopt a common system before improving its own purchasing operation.
The structure can begin internally.
Contracts can be managed consistently. Pricing rules can be connected to purchasing. Deliveries can be followed against agreements. Settlements and invoices can draw from the same underlying transaction data. Supplier and purchasing information can be maintained in a form that is easier to trace, audit and exchange.
That does not recreate Sweden’s shared infrastructure overnight.
It does something more immediately useful: it gives an individual company a structured digital foundation while the market around it continues to evolve.
The lesson from Sweden is not to copy Sweden
The most useful lesson from Sweden’s sixty-year journey is not that the Baltics need their own version of SDC or Biometria.
It is that fragmentation eventually becomes expensive.
As wood markets become more interconnected, the cost of manually reconciling contracts, deliveries, measurements, pricing and invoices increases. Export requirements, larger supplier networks and greater demands for traceability only amplify that problem.
Sweden addressed it collectively over decades.
Baltic wood businesses have another option: start by removing that fragmentation from their own purchasing operations.
What this means for wood buyers today
For companies still managing significant parts of wood purchasing through spreadsheets, disconnected applications or manual handoffs, digitalization is not simply about replacing paperwork.
It is about creating a reliable chain from supplier agreement to contract to delivery to settlement and invoice.
